The limit is per account
Your daily limits belong to the account, not to a campaign. Everything that account does shares them: comments you approve yourself, comments a campaign posts automatically, and every campaign you run.
A campaign with auto comments has its own Comments per day number, but that's a budget inside the account limit rather than an addition to it.
